This curious isthmus connecting the Congo with the Atlantic Ocean is the result of Leopold II's lobbying at the famous Berlin Conference of 1884-1885. That conference took place on Saturday, November 15, 1884 in Bismarck's official residence on Wilhelmstrasse. The main dominating powers of the conference were France, Germany, Great Britain and Portugal, in addition to tiny Belgium. They reassigned Africa there without taking into account the cultural and linguistic boundaries that had already been established. At the end of the conference, Africa was divided into 50 colonies. Leopold II got a really good deal on one side. He was given Congo and the very mineral rich region of Katanga. He also got his deal to access the Atlantic Ocean from Congo to export all the goods "harvested" in the colony.
