Carlo Cottone is the prince of Castelnuovo , after whom the square is named. He is the father of the Sicilian Constitution of 1812.
Cottone was arrested and imprisoned in Favignana in 1811 as a result of a protest against Ferdinand III of Sicily and was released in early 1812 at the insistence of William Bentinck. He became Minister of Finance of a new Liberal government and acted as the main promoter of the new Charter.
The monument was inaugurated on March 25, 1873.
