Summer snow
The white fluff that sometimes covers the soil as a thin layer of snow comes from poplars, but willows also produce it. The fluff you see are actually seeds surrounded by fluff, which the trees produce in the spring. Due to the fluff shape, the seeds can easily be spread by the wind. In dry weather, the fluff remains for a long time, but a heavy rain shower melts the 'snow layer'.
