California's steepest streets are in Los Angeles, not San Francisco. The steepest is Eldred Street. Built in 1912, Eldred is one of several older streets in LA with inclines between 32% and 33.3%. They were laid out in a grid pattern with no consideration for the terrain before city planners capped street grades at 15%. Nearby San Pedro's West 28th has a small section - about 50 feet long - that is 33.3%, but Eldred runs for a longer stretch. If you manage to struggle to the top, you will get a killer view of the San Gabriel Mountains. It creates high anxiety for residents, visitors and workers. Locals tell tales of cars sliding down the hill, rescuing motorists who got stuck trying to turn around in the cul-de-sac and trucks rolling over. Normal sized refuse trucks would tip over due to the grade, so special miniature sized trucks back up the incline and inch their way down to collect the rubbish. Postal workers have given up making door-to-door deliveries. There's now a group mailbox at the bottom, so postal workers don't have to climb the monster.
