De basilica is in 55 v.Chr. gebouwd als handels- en bijeenkomstplaats. De basilica is gebouwd op de resten van de Basilica Sempronia, die in 169 v.Chr. gebouwd was, maar verwoest was door een brand. Julius Caesar gaf opdracht om de nieuwe basilica te bouwen.
Haar naam dankt de basilica dan ook aan de opdrachtgever, Julius Caesar, alhoewel ze pas door Augustus werd voltooid en ingehuldigd. De basilica meet 101 bij 49 meter, en was indertijd enkele meters hoog. Het gebouw was geheel bekleed met kostbaar wit marmer. Het centrale schip, dat 80 bij 20 meter mat, werd aan weerszijden van twee smallere zijbeuken voorzien. Aan de Forumzijde stonden in nissen beelden van de allergrootste kunstenaars .
