Papenburg o en baix alemany Papenborg és una ciutat independent al districte d'Emsland a l'estat federat de la Baixa Saxònia a Alemanya, regat per riu Ems prop de la frontera neerlandesa. El 2019 tenia 37.579 habitants. El municipi actual és el resultat de la fusió l'1 de gener de 1973 de Papenburg amb Aschendorf, Bokel, Herbrum, Nenndorf i Tunxdorf i petites correccions de fronteres ulteriors. El paisatge de la ciutat és caracteritzat per una xarxa de canals de més de quaranta quilòmetres, que durant molt de temps van vertebrar el transport de mercaderies.
