Porsgrunn és un municipi situat al comtat de Vestfold og Telemark, Noruega. Té 35.955 habitants i la seva superfície és de 163,85 km². El centre administratiu del municipi és el poble homònim. Va ser establert com a municipi l'1 de gener de 1838.
L'origen del creixement de Posgrunn va ser que era una ciutat satèl·lit de Skien, destinada a la producció de fusta. Des de finals del segle xix que s'ha convertit en una important ciutat industrial i actualment és un dels principals centres industrials del país.
