Kalkar er en by og kommune i den tyske delstat Nordrhein-Westfalen, beliggende i Kreis Kleve i Nederrhine-regionen. Den 31. december 2020 havde kommunen 13.944 indbyggere på et areal af 88,23 km². Kommunen består af forskellige kirkelandsbyer. Kalkar ligger nogle kilometer syd for Rhinen og er tilsluttet samarbejdsforholdet Euregio Rijn-Waal. Gennem centrum af byen Kalkar flyder bækkene Leybach og Kalflack.
