Flensburg er en stor amtsfri mellemstor by i den nordlige del af Schleswig-Holstein. Efter Kiel og Lübeck er Flensburg med omkring 90.000 indbyggere den tredjestørste by i delstaten, den største i landsdelen Schleswig, og den nordligste amtsfri by i Tyskland.
Som centrum for den danske mindretalsgruppe i Sydschleswig spillede Flensburg efter folkeafstemningen i Schleswig i 1920 og Bonn-Københavnererklæringerne fra 1955 en foregangsrolle for anerkendelsen af nationale mindretal, understøttet af en række danske institutioner. En ikke ubetydelig del af de efter egne oplysninger omkring 96.920 indbyggere taler ikke blot tysk og dansk, men også plattdeutsch og petuh.
