Die 87.703 Einwohner zählende Stadt ist das Verwaltungszentrum des Borough of Bedford. Die Einwohnerzahl ist in den letzten Jahrzehnten erheblich gestiegen. Bei der Volkszählung 2011 betrug die Einwohnerzahl des Ballungsgebietes Bedford 106.940. Bei der gleichen Volkszählung hatte der Bezirk Bedford 157.479 Einwohner.
Bedford wurde an einer Furt am Fluss Great Ouse gegründet und soll die Grabstätte von Offa von Mercia gewesen sein. Bedford Castle wurde von Heinrich I. erbaut, wurde jedoch 1224 zerstört. Bedford erhielt 1165 den Status eines Verwaltungsbezirks und ist seit 1265 im Parlament vertreten. Bedford war die Heimat und das Gefängnis des englischen Schriftstellers John Bunyan, des Autors von Pilgrim’s Progress.
