El túnel Emstunnel es un túnel de carretera de 945 metros de longitud, compuesto por dos tubos, bajo el Ems en Leer.
El objetivo de la construcción del túnel era mejorar la infraestructura de transporte en Frisia Oriental y sus centros económicos Emden y Leer, especialmente mediante la conexión a la región económica del área del Ruhr. Al mismo tiempo, a través de la A 31 y el paso por debajo del Ems, se estableció la carretera europea 22 en continuación de la A 7 neerlandesa desde Groningen a través de la autopista federal 280 y la A 28 en la zona de Oldenburg/Bremen como una importante conexión de oeste a este.
