El condado de Besalú fue uno de los condados existentes en la Marca Hispánica durante la primera mitad del siglo IX. Su independencia fáctica llegó en el siglo X.
En sus orígenes, el condado de Besalú fue un pagus del condado de Gerona que comprendía la La Garrocha y algunos territorios vecinos desde Montgrony y Setcases en la actual comarca del Ripollés, hasta Agullana y Figueras y Bañolas en la actual comarca del Pla de l'Estany.
