Este busto de bronce se encuentra en los cuidados jardines de la fortaleza de Valença do Minho y junto a una hermosa capilla.
Nació en Lamego (Portugal) en el siglo XIX. En 1911 ingresó en la Facultad de Medicina de Lisboa, donde finalizó sus estudios con brillantez en 1917. En 1920 se doctoró en Medicina, pero su desinterés se agravó cuando pasó por hospitales civiles y militares durante la epidemia de gripe de 1918.

En las elecciones del 28 de mayo de 1911 fue elegido diputado a la Asamblea Nacional Constituyente creada por el nuevo régimen para elaborar una constitución republicana para Portugal.
Su intensa labor científica en el campo de la oceanografía, especialmente en el de la biología marina, es motivo de homenaje a este hombre de gran erudición, hasta que falleció de un infarto en su casa de Lisboa en 1959.
