Au cours de la Première Guerre mondiale, début 1915, le gouvernement allemand en Belgique décide l'installation d'une clôture électrique ou De Dodendraad ) à la frontière belgo-néerlandaise.La clôture fut construite durant la première moitié de 1915. Elle était sous haute-tension électrique permanente et devait empêcher les citoyens belges de fuir aux Pays-Bas, pays neutre. Elle avait également pour but d'éviter la transmission d'informations sensibles provenant de l'espionnage aux centres de renseignements alliés situés aux Pays-Bas ou encore d'empêcher des volontaires belges de rejoindre le front par le Royaume-Uni en embarquant à Flessingue.
