Le centre scolaire pénitentiaire (CSP) à Hoogstraten est situé dans le Gelmelslot et est un établissement ouvert. Le château a servi de caserne de gendarmerie pendant la Révolution française et plus tard comme maison pour mendiants. En 1880, il devient une colonie agricole et en 1931, le bâtiment est alors aménagé en tant que centre scolaire pénitentiaire actuel. L’établissement est uniquement destiné aux condamnés. Ils peuvent travailler dans des ateliers et suivre une offre de formation variée. Un régime communautaire strict y règne.
