L'Opéra de Vichy abritait le Parlement de la Troisième République française. Il accorda les pleins pouvoirs au maréchal Philippe Pétain, mettant fin au régime républicain et inaugurant la France de Vichy le 10 juillet 1940. La ville fut choisie pour sa proximité relative avec Paris et parce qu'elle disposait, à l'époque, de la deuxième plus grande capacité hôtelière du pays. Cela offrait au gouvernement de nombreux avantages. Le gouvernement réquisitionna de nombreux hôtels. Six cents membres du Parlement français (députés et sénateurs) se rendirent à Vichy pour la session parlementaire.
