Moulins, parfois dénommée Moulins-sur-Allier par la SNCF et la Poste, est une commune française située dans la région Auvergne-Rhône-Alpes. C'est la préfecture du département de l'Allier et une ville d'art et d'histoire. Son agglomération s'étend le long de l'Allier.Au dernier recensement de 2019, la commune comptait 19 246 habitants, ce qui la mettait au troisième rang du département derrière Montluçon et Vichy, les deux sous-préfectures. La communauté d'agglomération « Moulins Communauté » comptait 64 963 habitants en 2018.
