Billy est une commune française située dans le département de l'Allier, en région Auvergne-Rhône-Alpes. L'ensemble du bourg de Billy fait l'objet d'un arrêté d'inscription et est labellisé « Petite Cité de Caractère » depuis le 18 décembre 2021.Elle fait partie de l'aire d'attraction de Vichy. Ses habitants, au nombre de 783 au recensement de 2019, sont appelés les Billyssois et les Billyssoises.
