Deze villa is een antivoorbeeld geworden van de monumentenzorg. Deze Belle Epoque-villa werd slechts beschermd op het moment dat de bouwvergunning voor het achterliggende appartementsgebouw eigenlijk al was goedgekeurd. Hierdoor werd enkel de gevel bewaard en werd er achter en boven deze gevel een nieuw appartementsgebouw opgetrokken. Een compromis waarmee men onmogelijk gelukkig kan zijn...
De rijke gevel is bijna volledig opgetrokken uit blauwe hardsteen en doet vermoeden dat ook het interieur de moeite waard moet zijn geweest. De naam van de villa verwijst rechtstreeks naar de Antwerpse bouwheer, baron Cogels. Deze baron liet dit pand optrekken als buitenverblijf aan de kust, rond 1900.
