Momtsjilgrad is een stad in het zuiden van Bulgarije in de oblast Kardzjali. Het is de op een na grootste nederzetting in de oblast Kardzjali. Tot 1934 heette deze stad Mastanli, maar werd bij bevel hernoemd tot Momtsjilgrad. Sinds 1987 is Momtsjilgrad een onafhankelijke gemeente in oblast Kardzjali.
