Graafschap Boulogne lag in het noordwesten van Frankrijk en is sinds Franse revolutie in 1789 een deel van het departement Pas-de-Calais. De hoofdplaats was het stadje Bonen of Boulogne-sur-Mer.
Het gebied maakte oorspronkelijk deel uit van de pagus Flandrensis , maar kwam al vroeg in handen van de Franse koning en werd sindsdien de onder-provincie Boulonnais genoemd, soms ook het Boonse. Boulogne werd onderdeel van het kroondomein en de provincie Picardië vanaf 1477. Bertrand VI de la Tour van het huis La Tour d'Auvergne ruilt in 1477 Boulogne tegen Lauragais, een gebied zuid-oost van Toulouse, met koning Lodewijk XI van Frankrijk.
