Het gouvernement Tiflis was van 1846 tot ongeveer 1918 een gouvernement van het Russische Rijk in het centrale deel van Russisch Transkaukasië. Het omvatte het oostelijke deel van de grote vallei, die zich uitstrekt tussen de Grote Kaukasus en het Armeens Hoogland, vanaf het Meskesgebergte in oostelijke richting tot aan de hoger gelegen delen in zowel noordelijke als zuidelijke richting.
Het gouvernement grensde aan het gouvernement Jelizavetpol, het gouvernement Jerevan, het gouvernement Koetaisi, de okroeg Zakatali, de oblast Dagestan, de oblast Terek en de oblast Kars. De hoofdstad was Tiflis.
