The Puerta del Conde or Baluarte 27 de Febrero (originally called Bastion of San Gennaro) is a military building of the seventeenth century formed by two massive cubes with a stone arch between them. The military installation is completed by a part of the wall, a triangular-shaped pit facing east and several sentry boxes. The gate served as the entrance to the city of Santo Domingo.
The name is in honor and recognition of Conde de Peñalva (Bernardino de Meneses Bracamonte y Zapata), who fought against the English invasion of William Penn and Robert Venables in 1655.

As a historical value The gate was the scene of the first act of Independence of the Dominican Republic on February 27, 1844, and the national flag was raised for the first time. From 1944 to 1976 it served as the Altar of the Homeland where the patriots of the Dominican Republic rested.
