The building was placed to assist the skippers who had to wait for their turn at the Mallegatsluis, giving them the opportunity to pass the waiting time with a snack. Because the waiting times for passage through the Goudse sluices were long due to the narrow locks and low bridges, and the ability to only go through at low water, a waiting area was needed to prevent disturbances and queue jumping. The building served as a coffee house, waiting room, and also contained an administrative office where skippers could register on the waiting list and had the opportunity to acquire a new cargo. There was also a payment office for casual laborers and coal porters. Although the building solved some problems, there was still a lot of unrest inside and outside the building. The often alcohol-related issues led to the management of the building being taken over in 1923 by the local branch of the Dutch Society for the Abolition of Alcoholic Beverages, the Goudse Drinking Prevention Committee. The association's emblem was placed on the building: a circle with the letters N and V above the word KIOSK and below AFD GOUDA.
