In Dauphin they tried a curious experiment with the inhabitants. In 1974 everyone was given a free basic income so that no one fell below the poverty line. The expirment was called Mincome, the "Manitoba Basic Annual Income Experiment". It was closed down in 1979 under the Progressive Conservative of Manitoba government. The purpose of the experiment was to assess the social impact of a guaranteed, unconditional annual income, or UBI, including whether a program of this nature would create disincentives to work for the recipients and, if so, to what extent. The inhabitants increased their IQ (they got smarter), and they got healthier too. The children performed significantly better at school. Number of residents in the hospital decreased by 8.5%. Domestic violence decreased and the number of mental health problems also decreased. People quit a lot less.
