Following the annexation of Lombardy from the Lombardo-Veneto Kingdom to the Kingdom of Sardinia, the Rattazzi decree was issued, which reorganized the administrative structure of the Kingdom, divided into provinces, which in turn were divided into districts.
The district of Voghera was created as a subdivision of the province of Pavia; the territory corresponded to that of the suppressed province of Voghera of the Kingdom of Sardinia, which belonged to the division of Alessandria.
