Inizialmente le Nazioni Unite avrebbero voluto che la sede fosse disegnata da tutti i maggiori architetti mondiali, fu infatti chiamato anche Le Corbusier, poi, a causa di numerosi dissapori, il progetto fu affidato al solo Oscar Niemeyer.
