Aquesta antiga sala de concerts és un dels aspectes més destacats del desenvolupament de la Place Reine Astrid, antigament Place du Parc.

La plaça fou traçada cap al 1822 pels arquitectes de Tournai A. Decraene, Allard-Pecquereau i sobretot B. Renard. Donaven a la plaça un caràcter neoclàssic específic, dominada per la sala de concerts i envoltada de nombroses cases o mansions. Després de la guerra de 1940-45, d'aquest conjunt només quedaven la sala de concerts, dos hotels i algunes arcades.
Aquest edifici de maó revestit, construït per B. Renard entre 1822 i 1824, d'estil neoclàssic, havia de combinar un mercat cobert a la planta baixa i una sala d'espectacles a la planta superior. El Conservatori de Música de la Ciutat de Tournai es va fundar l'any 1829.

El monument va ser restaurat l'any 1984 per l'arquitecte A. Wilbaux i conserva el seu aspecte, mentre que l'interior va ser totalment reurbanitzat. Va ser utilitzat pel conservatori de música.
