I 1973 begyndte man arbejdet med det, der skulle blive en erstatning for det gamle fængsel Saint-Léonard i Liège, som stammer fra 1851. I 1979 blev dette fængsel, som er blandt de største i Belgien, åbnet. Fængslet Saint-Léonard blev, seks måneder før de indsatte skulle overflyttes til Lantin, ramt af en strejke blandt vagterne, hvilket de indsatte profiterede af ved at starte et oprør. Dette førte til undvigelser og til ødelæggelser i fængslet. Til sidst blev dette fængsel nedrevet fra 1982-1983. På den tidligere fængselsgrund blev der etableret en park og et torv.
