Cuéllar er en kommune i den spanske provins Segovia i regionen Castilien og León med et areal på 273,33 km². Cuéllar har 9.501 indbyggere. Kommunen ejer den ældste eksisterende vindmølle i Spanien. Datoen, hvor møllen, kaldet El Cubo, blev bygget, er ukendt, men den nævnes for første gang i et skrift i 1496. I det år blev bygningen solgt til Francisco I Fernández de la Cueva y Mendoza, den anden hertug af Alburquerque.
