EUR er et kvarter i den sydlige del af Rom i bydelen Municipio IX, og det blev bygget fra 1937. Kvarteret var oprindeligt planlagt som stedet for verdensudstillingen i 1942 under navnet E42. På grund af Anden Verdenskrig blev denne verdensudstilling aldrig gennemført. Projektet blev ledet af arkitekten Marcello Piacentini, som også havde tilsyn med opførelsen af Città Universitaria.
