Koewacht er en delt grænseby, der strækker sig over to lande og tre kommuner. Den største del tilhører kommunen Terneuzen i den hollandske provins Zeeland. Den øvrige del er fordelt over de belgiske kommuner Moerbeke og Stekene. Landsbyen har 2.515 indbyggere, og navnet på landsbyen henviser til 'køer, der venter'. Beliggenheden ved grænsen giver en meget særpræget karakter til landsbyen.
