Som hovedby i kommunen Oldambt spiller Winschoten en central rolle i denne kommune, men også for resten af Øst-Groningen. Winschoten er efter byen Groningen den næststørste handelsby i provinsen med et butiksareal på cirka 77.000 m². På grund af nærheden til den tyske grænse har byen også en stærk tiltrækningskraft på forbrugere i grænseområdet Emsland og Ostfriesland. I 2021 havde Winschoten 17.750 indbyggere, hvilket gør den til den femte største by i Groningen.
