Voorburg er en by og tidligere kommune i den hollandske provins Zuid-Holland, som den 1. januar 2002 fusionerede med Leidschendam til den nuværende kommune Leidschendam-Voorburg. Voorburg ligger ved Rijn-Schiekanaal og grænser op til Den Haag, Rijswijk og Leidschendam. Selvom Voorburg er helt vokset sammen med Den Haag, har det en gammel landsbykerne og en egen historie. Voorburg er helt urbaniseret. Inden for den større kommune Leidschendam-Voorburg findes der stadig landlige områder.
