Die Zentralbibliothek Zürich ist eine öffentliche Stiftung und als Universitätsbibliothek eine wissenschaftliche Bibliothek. Zugleich dient sie als Stadt- und Kantonsbibliothek der Informationsvermittlung für die allgemeine Öffentlichkeit. Gemäss ihren Statuten sorgt sie unter anderem für die möglichst vollständige Dokumentation und Archivierung publizierter und unpublizierter Zürcher Informationsträger , das heisst solcher Informationsträger, die im Kanton Zürich erschienen sind, von Zürchern verfasst wurden, Zürich oder seine Bewohner zum Thema haben.
Die Gründung erfolgte 1914. Der Name „Zentralbibliothek“ ist Programm, denn sie ist in corpore das Ergebnis der seit den 1890er-Jahren angestrebten Zusammenlegung von Kantonsbibliothek und Stadtbibliothek, welche nun die Aufgaben und Funktionen einer wissenschaftlichen, universitären Bibliothek übernahmen.
