Der Kreis Pinneberg um die gleichnamige Stadt ist der flächenkleinste und zugleich bevölkerungsreichste Kreis des Landes Schleswig-Holstein und gehört zur Metropolregion Hamburg. Die Kreisverwaltung hat ihren Amtssitz in Elmshorn, offizielle Kreisstadt ist die Stadt Pinneberg. Der Kreis entstand durch die „Verordnung, betreffend die Organisation der Kreis- und Distriktbehörden, sowie die Kreisvertretung in der Provinz Schleswig-Holstein“ vom 22. September 1867 und ging aus der Herrschaft Pinneberg hervor.
