Das Museum wurde im Stadtteil Bassins à flot (Wasserbecken) gebaut. Der für das Museum ausgewählte Architekt ist der aus Bordeaux stammende Olivier Brochet. Er hatte gerade die Renovierung des Musée de l'Homme in Paris durchgeführt
Norbert Fradin, ein Förderer und Mäzen, schafft ein Museum, das seiner anderen Leidenschaft, dem Meer und den Seeleuten, gewidmet ist. Er hat übrigens die Boote des ehemaligen Conservatoire de la Plaisance aufgekauft, darunter auch ein legendäres Riesensegelboot: die Vendredi 13, das 1972 vom Stapel gelaufene Boot von Jean-Yves Terlain
Im Laufe des Jahres werden außerdem wechselnde Ausstellungen angeboten.
