Die Gedenkstätte wurde direkt am Meer am Rande des Küstenpfades errichtet. Es verweist auf verschiedene Abschnitte des Zweiten Weltkriegs, die das Baskenland geprägt haben: eine baskische Flüchtlingsgemeinschaft aus Spanien, Besetzung, verbotene Zone, Flucht über den Hafen von Saint-Jean-de-Luz und die spanische Grenze, Gefangenschaft von Kolonialtruppen, Bombardierung von Biarritz, Bau der Befestigungen des Atlantikwalls, Widerstandshandlungen, Repression, Deportationen und Verfolgungen.
