Het Memorial ligt aan de kust, langs het kustpad. Het verwijst naar verschillende fasen van de Tweede Wereldoorlog die het Baskenland hebben getekend: de aanwezigheid van een gemeenschap van Baskische vluchtelingen uit Spanje, de bezetting, de verboden zone, ontsnappingen via de haven van Saint-Jean-de-Luz en de Spaanse grens, de gevangenschap van koloniale troepen, het bombardement op Biarritz, de bouw van de vestingwerken van de Atlantikwall, de verzetsdaden, de repressie, de deportaties en vervolgingen.
