Das Gouvernement Kurland war das südlichste der drei russischen Ostseegouvernements. Die Hauptstadt war Mitau. Das unterstellte Gebiet gehört heutzutage größtenteils zu Lettland.Das Gouvernement Kurland bestand landschaftlich aus zwei Teilen – dem eigentlichen Kurland sowie Semgallen. Es grenzte im Norden an Livland, im Osten an das Gouvernement Witebsk, im Westen an die Ostsee, im Süden an die Gouvernements Kowno und Wilna. Über einen schmalen Küstenstreifen rund um Polangen , verwaltet als Wolost Polangen, grenzte das Gouvernement an den nördlichsten Zipfel Ostpreußens. Es hatte eine Fläche von 27.286 km².
