Der Name kommt von der Insel "Risøya" vor der Küste. Die Kleinstadt ist eine von Europas besterhaltenen Holzhaussiedlungen aus dem 19. Jahrhundert – sie erhielt im Jahr 1990 den Preis für die schönste Holzstadt des Landes. Ihren Beinamen den hvite by ved Skagerrak verdankt sie ihrer Entstehung während des großen Holzexportbooms in die Niederlande um 1500.
Der Ort war bis 1630 der Holzumschlagsplatz für Skien. Als Kristiansand gebaut wurde, sollten die Einwohner von Risør dorthin umgesiedelt werden, was aber am Widerstand der Bevölkerung scheiterte. Risør hatte im 18. Jahrhundert größere Zolleinnahmen als Kristiansand. 1723 erhielt Risør die Stadtrechte. Im Krieg von 1808 bis 1818 ging von Risør eine große Zahl von Kaperfahrten aus. Dort war eine große Segelflotte stationiert, die aber mit dem Aufkommen der Dampfschifffahrt verschwand.
