Moss ist eine norwegische Kommune in der Fylke Viken. Verwaltungssitz ist die gleichnamige Stadt Moss. Die Kommune hat 49.273 Einwohner und liegt etwa 60 km südlich von Oslo.
Moss grenzt im Norden an Vestby, im Osten an Våler und im Süden an Råde. Moss wurde 1946 mit der Kommune Jeløy, zu der außer der Insel Jeløy auch die Ortsteile Mossemarka, Kambo und Krapfoss gehörten, zusammengelegt. Ein Kanal trennt die etwa 10 km lange und 4 km breite Insel vom Festland. Die Kommune Rygge wurde zum 1. Januar 2020 in die Kommune Moss eingegliedert.
