Der Komplex bestand ursprünglich aus zwei separaten Stationen. Im Jahr 1905 eröffnete die Interborough Rapid Transit Company eine doppelte Schleifenstation in South Ferry, die die IRT Broadway–Seventh Avenue und IRT Lexington Avenue Lines bediente. Die Brooklyn–Manhattan Transit Corporation eröffnete 1918 ihre Station an der Whitehall Street. Trotz ihrer Nähe blieben die Stationen 91 Jahre lang getrennt.
