Vienna is consistently high on quality of life lists. And their explicit housing policy certainly has something to do with that. They try to keep housing and rent prices under tight control. Something that many other capitals such as Paris and London are unable to do. The government owns 220,000 well-maintained flats and apartments (there are 170,000 throughout Flanders). And social housing is constantly being built. And 200,000 families will receive a subsidy to have a home. For example, 2/3 of the inhabitants of Vienna receive state aid for their housing.
