Después de la Segunda Guerra Mundial, fue profesor en la KUL y editor parlamentario de De Nieuwe Standaard. También se convirtió en editor jefe de la revista política 't Westen, fundada por Jos De Saeger (1945-1947).
Tras su matrimonio en 1945, se estableció en el municipio de Lot en Brabante flamenco, donde su esposa era farmacéutica. Allí, durante las primeras elecciones municipales de posguerra, la sección local del CVP le pidió que encabezara la lista. El CVP logró inmediatamente la mayoría. Van Elslande fue alcalde de Lot en enero de 1947 y se mantuvo en el cargo sin interrupción hasta que en 1976 pasó la banda a su sucesor, Frans Roossens. Durante su alcaldía de casi 30 años, logró transformar a Lot en un "pueblo industrial modelo".
