La torre de agua de Lüneburg se construyó entre 1905 y 1907 en el sureste del casco antiguo de Lüneburg. La antigua torre de agua sirve hoy como torre de observación. La edificación se encuentra hoy entre un complejo residencial en el terreno de la antigua Nordlandhalle y el antiguo Johanneum, que funciona como escuela secundaria.
La construcción de la torre se basa en una decisión del concejo municipal de Lüneburg del 10 de noviembre de 1904. El modelo para el diseño de la fachada de la torre fue evidentemente la puerta de Uenglingen. Esta data del siglo XV y sirvió como puerta de la ciudad de la ciudad hanseática de Stendal en Altmark.
El entonces arquitecto municipal Richard Kampf diseñó el boceto de la torre, y el arquitecto Franz Krüger se encargó de desarrollar los dibujos individuales y de la dirección de la construcción. Entre otros, Kampf también es autor del antiguo almacén del archivo municipal en el lado sur del ayuntamiento y de la escuela Wilhelm-Raabe. Krüger también planeó, entre otras cosas, la casa de ópera, dos alas del museo del ducado de Lüneburg y la casa de la priora del convento de Lüne.
