El Palacio Consistoral, originalmente construida entre 1502 y 1504, fue la ubicación original del antiguo ayuntamiento.
El edificio ha sido remodelado muchas veces perdiendo gran parte de su fachada original. La remodelación realizada en la década de 1900, cuando se remodeló el edificio nuevo que trajo la mayor parte de los edificios originales elocuencia.
El edificio de una oficina del Ayuntamiento del Distrito Nacional de Santo Domingo y el Banco de los Trabajadores. También lleva a cabo muchos eventos y exposiciones en su hermoso espacio interior.
La torre se cierne sobre la ciudad colonial como un faro para los que tratan de encontrar su camino. Si se pierden sólo tiene que buscar esta torre y se puede encontrar su camino de regreso al Conde.
