Frías es un municipio y ciudad de España al norte de la provincia de Burgos, en la comunidad autónoma de Castilla y León. La ciudad es la cabecera del municipio, enmarcado en la comarca de Las Merindades, partido judicial de Villarcayo.Sobre el cerro de La Muela, y cercana al ancho y caudaloso río Ebro, se constituyó un enclave estratégico de paso de dicho río, desde la época romana y sobre todo en época medieval, que unía la costa cantábrica y la meseta, dando lugar a la notable prosperidad de Frías y de su conjunto monumental.
