La balanza es en general el centro de una ciudad de mercado. Donde se comercia, se pesa y se mide. Para determinar el peso correcto de la mercancía, un comerciante de mercado antaño dependía de la balanza, una casa de pesaje pública. Desde cuándo Leeuwarden tiene una balanza no se conoce con precisión. La mención más antigua de una balanza en Leeuwarden data de 1483. Este documento también muestra que en ese tiempo la balanza era una institución establecida. Se sabe que en otras ciudades frisones había una balanza a finales del siglo XIV. No es probable que Leeuwarden se quedara atrás en este desarrollo, por lo que se supone que ya en el siglo XIV también había una balanza en Leeuwarden.
