El asentamiento Deventer fue fundado en una colina fluvial a orillas del IJssel. Una colina fluvial se forma cuando la arena del río, al ser arrastrada por el viento, crea una elevación.
A lo largo de los siglos, el IJssel ha jugado un gran papel para la ciudad. No solo facilitó el comercio a través de esta vía acuática, sino que el peaje que los barcos debían pagar para navegar junto a Deventer generó grandes ingresos para la ciudad.
Entre 1000 y 1500, Deventer se convirtió en un próspero lugar comercial, que formaba parte de la Liga Hanseática. La Hanse era una asociación de comerciantes y ciudades que buscaba proteger y expandir su comercio a través de la cooperación. Además de ser un centro comercial, Deventer también era un puerto. Grandes barcos podían atracar en el muelle.
